Brief updates on new key issues from DMOs, VisitScotland and Business Support agencies

CBP

  • Mark is trying to meet with John Swinney, MSP, through Scottish Chambers to discuss school trips which could be a significant challenge for residential and activity centres if they are unable to plan for spring.

Moray Speyside Tourism

  • Following CBP and going forward with test and protect platform which is hoped will be up and running by end or beginning of next week and will hopefully generate some positive PR.
  • Levy invoices are going out this week which is generating some interesting calls.
  • Generally businesses seem to be busy with the exception of hotels who are struggling.

VisitScotland

  • Numbers of registrations by businesses for the ‘We’re Good To Go’ initiative are increasing with most business in Highlands signed up.
  • Action – Caroline to forward figures by Local Authority on via email to members.
  • Businesses are being encouraged to update Scotland.com listings as from a marketing perspective this will drive people to VisitScotland.com, so it’s important that listings are up to date.  Comms are going out to remind businesses to do this.
  • The top three searches on VisitScotland are around unusual accommodation, caravan and camping then self-catering and generally with a short lead in time for date searches.  The family market is strong with multi-generational trips in next few weeks and into the autumn.

Business Support Agencies

  • A couple of funds have been announced in the last week, self-catering fund from VisitScotland opened today with criteria that applicants must not have received funding from other sources and is on a first come first served basis.  If all applicants receive the full award there will only be 100 awards made from the fund.
  • More details to follow at next meeting regards hotels funding.
  • Funds that have now closed are being tidied up.

Overview of consumer insights and other research

 
  • Post-Covid visitor survey analysis combines CBP, CNPA and 56 degrees data reinforces and supports most of the information that has been gathered in last few weeks, and is useful to have all the strands of information from partners in one place.
Pete confirmed information shows more visitors are coming by car with 6% in campervans who are using small sites in local community woodland, which is an issue we are aware of.
  • CNP ranger visitor survey questionnaire is not finalised but due to go live from 7th Aug and run for 10 days.  All Rangers that are on the ground will collect basic information from a 60 second check, which statistically may not get enough numbers but it will be an insight.
It was noted there should be a health warning as it will be location based reflecting hotspot data.
  • CBP occupancy survey is due to close tomorrow.  This is the second survey and initial stats show self-catering is full with hotels full for next two weeks.  Most are performing better than expected.  The next survey will highlight which attractions should be approached to stay open into Nov.

Visitor Management Issues – CNPA

- initial weekend feedback
  • Another busy weekend with tail backs at Loch Muick, Linn of Dee, Muir of Dinnett and Loch Morlich.  There was a crash at Glenmore, but it’s unclear if this was a result of parking issues.
  • Friday was a big day at Glenmore and Cairngorm with the road to Glenmore Lodge being used for parking which has not be seen before.  Previously it was felt car parking capacity at Glenmore was sufficient but going forward there is a significant issue.  It was noted provision needs to be made as all indications are this was expected, although it will settle down again, there is a big opportunity to educate campers and encourage visitors to become loyal and return.
  • Saturday and Sunday had the vast majority of visitors who were responsible but the challenge is numbers as people don’t tend to have a Plan B.
  • On Saturday Loch Pityoulish had 20 cars parked on the road and Rangers attended.
  • Rangers were dealing with a lot of camping on the beach but in general behaviour is better, with less fires.  There still seems to be a continued misunderstanding about lighting fires.  Overall still very busy from camping and campervan point of view.
  • FLS seasonal staff were also on the ground this weekend
  • Grant is meeting with Highland Council to discuss a Clearway and/or traffic management measures at Glenmore which may help make a difference and move things in the right direction.  This will only be put in place if enforcement can be ensured between the police and Highland Council.
  • In Aberdeenshire there are issues around enforcement so still a lot more work to be done.
  • It was noted Highland Council today passed a motion about longer term investment in Ranger Services and Visitor Facilities.
  • The Visitor Survey showed people want outdoor experiences not necessarily a visitor attraction.
  • It was noted partnerships would need to come together to ensure there is not a repeat in 2021.
 - camping & campervans
  • It was noted FLS have some sites providing overnight accommodation for campervans.  They also have a webpage showing what is open and their approach https://forestryandland.gov.scot/covid-19/openings-and-closures.
  • Grant stated Land Manager feedback shows there are a lot campervans across the National Park.  It was acknowledged a lot more work is needed to be done on a large level around Scotland, which had been picked up pre Covid19 by Scottish Government.
  • Caroline stated Air Sites will likely be looked at more seriously, but more infrastructure is needed.
- provision of visitor facilities
  • Public toilets now open at Laggan, CNPA website to be updated.  No update on Angus Glens. Action - Grant to chase.
  • CBP are getting good traffic through the website.  The Test & Protect app seems to be a positive visitor experience with over 8,500 check-ins on the app which is now starting to auto delete after the first 21days of operation.
  -  Business re-opening situation and issues – DMOs
  • Most places are now open and reporting very good numbers against previous years.  Positive people are here and spending money but income is still restricted due to social distancing.
  • Laurie reported the same scenario across Moray with resistance in communities abating.  Work has been done to open toilets and an advance plan is in place with an application being submitted to Rural Infrastructure Round Three for campervan waste disposal etc.
- Communications Framework phase 3/4 messages – CNPA / CBP
  • CNPA are communicating to repeat audiences that know how they should behave.
  • Visit Scotland are to promote on national TV and radio. CNPA are happy to support this with comments and pictures.
  • It was noted the Barry videos received good viewing figures on social media but it was felt caution should be taken not to tell people what not to do and avoid stirring up negativity.
 

5.Recover

CNPA Green Recovery Plan

This has gone to Finance & Delivery Committee with final version going to Board 14th August, with a view to open the fund on Monday or Tuesday of the following week.  It is still to be confirmed if the fund will be available to individual business as its size does not lend itself to this.  There will be a very simple application process which will be open for a month and be promoted through CBP and other partner memberships as far and wide as possible.  All applications will be assessed on criteria, not first come first served with awards being made by the end of September.  

6.Any Other Updates

Community Sessions

  • It was suggested the community sessions should be revisited, giving first refusal to people who previously attended but still kept open to newcomers.  It was agreed this would be a good chance for some positive follow up with communities and should be arranged for mid to end August.
  • Pete stated Royal Deeside Rangers can be stretched so engaging with communities as to where they are needed would be useful and that positive feedback on Seasonal Rangers has been good.
  • Any negative Ranger feedback should be fed back to Pete.
  • CNPA are looking to start putting stats on website to show Community Councils what has been happening and how we are trying to deal with situations.

Brief updates on new key issues from DMOs, VisitScotland and Business Support agencies  VisitAberdeenshire - Plans re developing with Highland Games Association in Braemar, and indeed the wider Games’ network, to host a behind-closed-doors event at the Braemar arena at the end of August. Main outcome is to be promotion of the Cairngorms with VisitAberdeeshire – not green lighted yet – CF will send a brief summary round to the group of what it may turn in to. Moray Speyside Tourism – have had ongoing issues at Board level, things came to a head which led to 7 Directors resigning. The company now in a good place and have achieved more in 3 weeks than in they did in 5 months. VisitScotland – £3million campaign launched which has had good engagement ramping up the OTA moving from Scotland to the whole of the UK. VS is seeing much stronger interest from overseas, than thought would happen. iCentres – phased reopening programme, all opening up over next couple of weeks. Aviemore plus 4 others opening today, with another set to open next week. Calls for Deeside centres to open ASAP.

  • 3rd wave of Scottish Tourism Index report shows that Scots very keen to stay in Scotland and that the rest of the UK keen to come to Scotland particular Highlands and rural Scotland - 56 degree presenting to CBP at 10am tomorrow – MT will send round Zoom link
  • Visitor Survey final report and 2019 STEAM - 41% responded gave the National Park 10/10 – Should have new visitor data post covid by end of month which should give us an indication of what our visitors are looking for over the next 18 months.
  • CBP occupancy survey– this survey gets repeated at beginning of each month, the main purpose is to ask accommodation businesses to let us know what forward bookings they have for the next three months. This will assist us with our winter campaign as it will begin to show occupancy into October – which we then feed in to tourist attractions to assess what the future demand is.

Visitor Management Issues – CNPA

  • CNPA still getting data in but it’s been a very chaotic weekend round Deeside and Cairngorm/Glenmore with majority of issues being round roads, camping behaviour, littering and human waste. There was a massive number of cars in in excess of car parks especially at sites like Muir of Dinnet, Glen Muick.
  • What went on at Glenmore was entirely predictable and was predicted - prime responsibility needs to sit with the landowners – concerns about lack of action taken by FLS. This has been raised with them. More active onsite management is required. Paul Hibbard is on leave for 3 weeks, MF spoke to Graham Prest who is now committed to getting things fixed, and indicating tougher approach to parking enforcement. CNPA are meeting with FLS and others this afternoon to discuss what can been done. CNPA do have powers that they could use to step in and sort this but these are not things that can be done quickly.
  • MF circulated the press release from Scottish Government about visitor behaviour and outdoor access rights. Fergus Ewing MSP is aware of all the issues going on. We need to use the power we have available
  • Deeside had a huge deluge of people, main issues were not enough toilet facilities, bins etc. Geva to talk to Pete C further about what happened in Deeside.
  • Geva has circulated the e-mail that she sent to the Chief Inspector for Aberdeenshire about problems with motor bikes. The Police have come back to say they are tasking patrols across Deeside.
  • MF to send e-mail update to the group with report from visitor management group.
- provision of visitor facilities
  • Angus Glens, Loch Muick, Crathie toilets are still shut and this is causing issues
- camping & campervans
  • Our strategy is to make sure that we have really good information, promote the facilities that do exist. In meantime CNPA is in discussion with THC and other about improvements of facilities – priority is around public toilet and waste management.
Business re-opening situation and issues - DMOs
  • Most places are now open in some form, just wanting for Strathspey Railway to see what they are doing. Braemar Games Centre still closed, Highland Folk Museum should open next week.
  • Launched the Protect online App to collect customer contact - has had a good take up on that
  Communications Framework phase 3 messages – CNPA / CBP
  • Access Video launched last week, very effective, really positive feedback.
  • Edit of shorter version of that video will go out later this week
Outdoor retailer access communications project
  • Chris Tiso meeting with CNPA and CBP – good positive meeting, lots of actions came out of it, working on various things like joint blogs and putting messages on their website about positive access behaviour
  • Opportunity to do something local with Aviemore Tiso, and how working towards how do we do a similar thing nationally

HIE adventure tourism project

  • Getting promoted - scheme is only eligibly in the HIE area – i.e. Highland and Moray and Mark will get onto promoting it to businesses

Brief updates on new key issues from DMOs, VisitScotland and Business Support agencies CBP launched status.visitcairngorms.com at the weekend and are updating it regularly as information comes in from businesses.  This section will be updated directly by businesses when the new website is up and running next month.  VisitAberdeenshire are also keeping listings regularly updated with business information. VisitScotland are continuing to push planning and re-assurance messages through marketing channels and have launched a visitor charter.  They are working on a range of marketing films that will be out from 15th July.  Over 2000 businesses are signed up to Good to Go and that will be searchable on vs.com from this week.  VICs are gearing up for re-opening but have no fixed date yet.  In the meantime, they are active answering online and telephone queries etc. CNPA are gathering opening data from LICs as well. HIE are working through appeals on funding schemes.  In total there were over 900 applications across HIE area. Local authorities are doing a final push top promote the grant schemes before they end this week, though there will then be a few weeks to process the applications and chase for follow-up information.  Highland Council flagged that, while initial schemes had an application success rate of around 95%, that has fallen to around 50% with the latest B&B scheme, with many applications from desperate self-catering providers who haven’t been able to access any other support. Aberdeenshire Council are continuing their series of webinar re-opening workshops, and have also fed into VisitAberdeenshire sectoral workshops.

Overview of consumer insights and other research The latest survey results are available at VS marketing intelligence 01/07 and VisitBritain tracker. Progressive Partnership, who did the visitor survey research, are now doing follow-up desk research to look at the data in light of 4 post-Covid bits of consumer sentiment research  - the Scottish Tourism Index, VisitBritain tourism sentiment tracker, CBP consumer survey and SNH recreation survey. CBP have started running a monthly accommodation occupancy survey to gauge what levels of bookings are coming in.  This will influence the plans for an ‘extended season’ marketing campaign in November / December.

Visitor Management Issues

Initial feedback from the weekend suggest that there were not many visitor management issues, probably due to the poor weather, though also perhaps because of the return of more regular visitors who had been following the 5-mile guidance. Geva flagged up an issue with human waste in Braemar despite the toilets having now re-opened. In terms of visitor facilities, details of car parks and toilets are up to date on the CNPA website.  Variable signage is in place on A93, though there are technical issues with the existing signs at Muir of Dinnet and Glen Muick. All Invercauld car parks are now open and signs removed, but both Cairngorm Mountain car parks are still closed with tree trunks across them, leading to cars parked on the road instead. Rhona to chase and see if they can open this week despite facilities not opening until 15th July. Camping in the Forest have been asked again to open their Glenmore campsite by 15th and Grant will be approaching Julia Bradbury, chair of the Camping and Caravanning Club to discuss.  He has also asked FLS to look into setting up some sort of camping facility at Glenmore in the absence of Glenmore Campsite.  Fergus Ewing has also asked FLS to look into providing campervan overnight parking where appropriate.  Plans are underway for the pop-up campsite at Mar Lodge.  Initially this will be under the 28 days rule that doesn’t require planning permission, thereafter it will be discussed with Aberdeenshire Council. The message from the Scottish government at the moment is that visitors are asked to refrain from wild camping just now, but it is not illegal to do so.  There were some negative social media comments about the failure of seasonal rangers to stop camping over the weekend, however they can only advise on litter, fires etc., they cannot ask people to stop camping.

Business re-opening situation and issues

Some bars and cafes are re-opening outdoor space today, and most attractions are planning to open on 15th July.

Communications Framework phase 2/3 messages

CBP messaging is now proactive and asking people to plan their visit in advance and behave responsibly.  A post this weekend showed an image of Loch Morlich with messaging around litter and toilet provision.  Paid promotion to those who don’t follow us.  Growth fund money will be used for promotion, perhaps to target new visitors with links to the re-opening information on CBP & CNPA websites.  This information was also included in a visitor facing newsletter. Grant has circulated the communications framework and video to the community council chairs as discussed.  Kirk Watson is filming the outdoor access video over the next week or two.  National Parks UK have also produced a video signposting to the 4 key messages on their website that formed the basis of the communications framework. Mark, Grant and Pete are meeting Chris Tiso on Friday to discuss a potential campaign around camping and responsible access.

Overview of consumer insights and other research Latest research is available at VS marketing intelligence 24/06 & VisitBritain tracker   Communications plan for 2019/20 tourism data There was a brief discussion on the tourism data communications plan.  It was agreed that, given the revised opening date of 3rd July, the press release from CNPA/CBP should go out around the weekend.  Hopefully the final report would be available on CNPA website at that point, but the infographic and dashboards on the website would have to follow at a later date.  It should also be possible to include the annual Business Barometer report.   HIE are working on an economic paper on Covid impact, it will provide a regional picture but will also do more granular analysis.   Cambridge University. Cambridge University did not get the funding to progress the ESRC project that we had been asked to get involved in. We now have the interim report for the Fidelio Project (looking at social impacts of protected areas) but have asked the researchers not to undertake further work in 2020 and to approach us again in 2021.

Visitor Management Issues

- Initial weekend feedback Seasonal rangers have been out over the weekend, working in pairs and submitting daily reports and photos.  As in previous weekends, there were issues with littering and toileting, and clearly people travelling more than 5 miles for recreation.   -  Provision of visitor facilities Public toilets have re-opened in Carrbridge, Nethy Bridge and Aviemore.  CNPA have requested information from other partners about toilets and car parks by Wednesday, to ensure that accurate data is on the website by Friday. CNPA are looking at ways to get images and messaging out ASAP when car parks are full.  The funding, supplier & locations for road signs on A93 are agreed, but need to agree wording for the signs.   - Camping & campervans There are no details yet on the extent to which camping is permitted from Friday, but Grant has asked for clarification ASAP.  There is concern that if campsites are not permitted to re-open, there will still be an influx of wild campers and campervans as ‘self-contained’ accommodation.  There remains particular concern about the closure of the campsite at Glenmore.  

Communications Framework phase 2/3 messages

The CBP welcome back video went live on social media on Sunday evening and has been well-received, with 9k views so far.  VisitScotland will also share it on Monday morning.  CBP will that up this week with calls to action around the communications framework, including a strong message asking visitors to plan and book in advance.  The status website will be up by Thursday and will include details of campsite provision, as well as attractions, activities, F&B businesses etc.   Mark has been made aware of a letter from Nethy Bridge community council to self-catering visitors.  He will discuss with businesses about the possibility of incorporating messages from the communications framework.  Grant will send the final #CairngormsTogether document, along with the welcome back video, to all community council chairs as a follow-up to their meeting.   CNPA have commissioned Kirk Watson to deliver a responsible access video.  There were concerns that the video would be too late with the revised re-opening timescale.  It should be delivered ASAP, and quick ranger videos should also be ready by Friday.

CNPA are looking for recovery fund projects.  There is also additional funding for the NMU route at Glenmore.

6.Any Other Updates

Grant to set-up a meeting for Mark and Grant with Mairi Gougeon for sometime in August.   Murray gave details of a proposed Internet of Things project in Cairngorms & Glenmore about tracking digital data.  Discussions are taking place with partners now, but the project would be fully funded and could happen fairly quickly.   Cairngorms Mountain are planning to open the café, shop and toilets in day lodge from July 15th, but will not initially offer tubing. The Highland Wildlife Park opens today for local visitors.

Key issues from DMOs

Cairngorms Business Partnership are raising the issue of staff availability when schools open on only a part time basis.  Community Planning Partnerships are looking at the issue. Sectoral calls are taking place this week with 80 people signed up for the self-catering sector.  Other sector groups have around 20-30 signed up. Mark has been asked to represent Chambers of Commerce on the new Tourism Recovery Task Force, chaired by Fergus Ewing.  The group will look at longer term economic recovery, rather than STERG which is a smaller short-term emergency group. The Higgins report on economic recovery is expected to be published at 11:30 today. VisitMoraySpeyside are starting their community conversations today. Visit Aberdeenshire’s consumer survey results will be circulated to the group today.  The organisation is looking at re-opening and timing of marketing plans, businesses opening etc. They will initially be targeting local people within the area, and marketing will not go live until 15th July.   VisitScotland Overview Vs are looking at timeline for marketing activity from the 15th July, with careful social media content in the meantime.  There is likely to be an announcement on the Good-to-Go scheme tomorrow. The community engagement case study on #CairngormsTogether will go live from VisitScotland later today.   Business Support update HIE advised that the CML team are now working to open part of the business from 15th July, rather than waiting until the winter season as originally planned.  They are working on an appropriate business model, but toilets will be open. There will be a Business Gateway seminar on 24th June on re-opening the tourism sector.   Both Aberdeenshire and Highland Council’s B&B hardship schemes have had very few applications, with many being unsuccessful, and the complexity of the scheme means that few applications contain all the necessary information. Highland Council should get the first few payments out today, though.   Aberdeenshire Council are running webinars on lockdown easing for businesses.  They will pull together key council contacts across departments such as licensing, planning and environmental health to streamline advice for businesses, and have been well received by participants to date. Highland Council have issued local guidance on re-opening, which will be circulated to the group.

Overview of consumer insights and other research. CNPA Visitor Survey 2019/20. There was a meeting last week with consultants to agree changes to the final report. Heather is working on a draft communications plan to get the overwhelmingly positive messages from the survey, along with 2019 STEAM data, to businesses in an appropriate and useful way.  The plan will be circulated to the CTERG this week for discussion next week.   Recent visitor sentiment data is available at VS marketing intelligence 17/06 and VB tracker.   There is not yet a funding decision on the Cambridge University FIDELIO project that we’ve been asked to be involved with.

- Sectoral guidance on re-opening.  The guidance is fairly comprehensive, but as yet contains no information on safe re-opening of toilets. There are concerns that toilet guidance will be too strict to make opening practical. There is also a review of the 2m vs 1m social distance guidance, with changes in England widely expected to be announced tomorrow.  CBP flagged up anger from F&B businesses who had prepared for likely re-opening at the beginning of Phase 2, only to find a decision delayed for 2 weeks.   Visitor Management Issues Initial weekend feedback from land managers suggests that the weekend was relatively quiet in most areas, with some issues at Loch Morlich, Dinnet and Mar Lodge. Variable signage plans are progressing with Aberdeenshire Council, and seasonal rangers will be on the ground from Saturday.  FLS will have rangers back from Thursday at Loch Morlich, and are looking at re-opening beach toilets as soon as possible.   CBP flagged up anger from local businesses and communities about the lack of site management at Glenmore to date and it was agreed that the 3 DMOs (subject to agreement from Laurie) would write to FLS stressing importance of having visitor-facing staff on site ASAP.   Communications Framework phase 2 messages It was agreed that we need particular clarity of messaging on camping and campervanning.  Irresponsible camping is likely to increase over the coming weeks, and especially when overnight stays are permitted, particularly if not all campsites are able to open.  It may be necessary to provide some facilities at key sites such as Linn of Dee.  There is some anecdotal evidence that many of the campers are not used to wild camping, and there is a real need to provide clear access messages, particularly around fires.  Car parks at this stage should be encouraged to open, but not widely promoted.   CBP, with funding from CNPA, have commissioned a short consumer-facing video delivering #CairngormsTogether messages. Mark is also trying to encourage businesses to open as soon as possible to provide the visitor facilities necessary as visitor start to return.

CNPA Green Recovery Plan The criteria for applications to the recovery fund are being drafted for agreement ASAP, so that good projects can come through this financial year.  CNPA have been talking to SDS about a potential skills development training project, perhaps with CBP.
