Co-operation Projects – Cairngorms led
The EUROPARC Youth Manifesto trans-national project is now working under the title ‘Cairngorms National Park Youth Project’. The newly recruited young people joined some members from the original team to visit Keskipiste LEADER Finland and the Finnish young people will return to visit Glenmore in late May. This visit will include them leading a fringe event at the Strengthening Communities Conference Scotland in Aviemore.
TICK – Rural Transport in Cairngorms & Kilkenny is now live and awaiting the return of the co-operation agreement from Kilkenny LEADER partnership. Kilkenny LAG have recently agreed to bid for money to support the project financially within Kilkenny so the scope of the project will increase significantly if they are successful. (Ireland administers co-operation projects from a central fund.) A steering group is in process of being set up which will include CNPA, Cairngorms Trust, Voluntary Action Badenoch & Strathspey, Sustrans and Badenoch & Strathspey Community Transport Company. The first actions of this group will be to agree the brief for the transport consultant. An Offer of Grant from LEADER has been issued to the Cairngorms Trust.
Co-operation Projects – non-Cairngorms led
The co-operation project with North & South Aberdeenshire and Moray LAGs: ‘Project Manager for the NE Rural Food and Drink Tourism Programme’ has now been live since the 18th Feb 19.
The co-operation project with Highland LAG: Multi Trails – sustainable construction, management & promotion of multi-user trails has been live since 4th April 19. This is a £59.5k project with 9 milestones

to report against. Our allocation is £4,800 to support part of the project activity taking part in Laggan Forest.
The co-operation project with both North & South Aberdeenshire LAG’s: Mountain Bike Aberdeenshire’s project officer has provided an update on the last three months of project activity for the project (led by South Aberdeenshire LAG) which includes a presentation about MTB industry and ‘Unauthorised Trails’ to the Aberdeenshire Local Access Forum, continuing to represent MTB at Opportunity North East Forum meetings regarding developing Wild/Adventurous activities in NE Scotland particularly focusing on opportunities surrounding Ballater/Braemar. Additional co-ordinated work with Glen Tanar Estate Ranger Service, Scottish Land & Estates and Aberdeenshire Trail Association covering MTB use of the estate. Closed project updates:
Three projects have completed in this quarter:
Community Orienteering & Protection of the Environment (COPE)’s excellent final report was completed.
Growing capacity in Social Enterprise in the Park: final report produced by the applicant is included as Appendix (3)
Spors Gaidhlig completed in Nov 18, however it has taken us some time to collate, check and agree the final claim.
Additional project updates:
Tullich Kirkyard – This project has suffered a series of setbacks due to rising costs of the agreed design and failure to procure a contractor to take on the work in mid-2018. It was agreed that the redesign would be submitted to a preferred contractor and a final cost has been agreed. They have recently produced a great newsletter which shows the revised design.
Rothiemurchus & Aviemore Tennis Club Facility has almost completed the build and are currently working on the landscaping around the building. The social media annex includes pictures of the almost finished product. The applicant managed the costs in order to include an electronic gate with keypad which will allow access out with normal hours thereby extending the offering which is an excellent result. The final claim for this project is due 15th May 19 and an in situ visit has been requested with the Applicant. Final completion of this project will be reported at the August LAG. We expect there to be some high-profile coverage of this project over the next few weeks as they open their doors.
Inverallan 20/20 has made its first claim and has submitted copies of the first reports on Inverallan Church. The first public community consultation since funding has been awarded took place on Thurs

25th April and a Survey Monkey survey was emailed to all interested parties and their congregation for completion by the newly appointed Development Consultant.
Howe of Torbeg project, which was only agreed at February’s meeting, has already begun and submitted their first two claims. The first cabin shell is up and things are gaining pace. They have already filled one job role and are hopeful that the 2nd job role will also be filled as quickly. They appear to be doing an excellent job with their social media, posting a variety of pictures etc.
Cairngorm School of Dance has received an agreed start date of 29th April 19. We have confirmation from the applicant that the design is now agreed.
Community 1st at Grantown YMCA have a confirmed start date of 15th April 19.
Expressions of Interest to LEADER Analysis
We closed new EOls as of 12th November 2018. Since that date we continue to receive and review enquiries into the office. We have 114 current or processed EOls on our files. We have advised all potential applicants and enquiries that although the fund is closed at present we will re-contact everyone should further or different funding become available.
After a meeting within Grantown the Community Council expressed an interest in applying for LEADER funding to support the introduction of free and managed WiFi within the town and surrounding villages. The staff team did considerable work on the project to ascertain if this might be an opportunity for the Cairngorms LAG to bid to central LEADER for additional funding to meet our Broadband strand of Theme
- However after lengthy discussions with all interested parties the applicant has withdrawn his application and is looking to re-assess the project aims.
Kingussie Shinty Club (who successfully ran Kingussie 2017) have contacted us with a new EOI to support further enhancement to the club grounds facilitating their holding cup finals as they have already done in 2018 and make areas of the surrounding ground available for wider use. If the LAG are receptive the staff team will attempt to draw together a full application to go before the consolidated national LEADER allocation post-June 2019. This would be our second project seeking national support; the first being the already agreed project from Equal Adventure.

The Cairngorms LEADER programme currently has a financial commitment to approved projects of £2,241,128 or 100.66% of the total project allocation of £2,226,387.
This total commitment consists of £1,377,282 of general programme funding, £896,376 of the sub- allocation for investment in Farm Diversification and Enterprise projects combined (of a minimum investment of £593,704).
In terms of achieving targets in relation to the sub-allocations, our sub-allocations for Farm Diversification and Enterprise are amalgamated into one target of 20% covering both. Currently we are 21.43% of our total allocation.
In regard to the Cooperation sub-allocation this has now been reduced to 5% of total (minimum £149,479), our total Co-operation commitment at present is £190,836 or 6.43%.
There are currently no projects for decision at the May LAG meeting. Equal Adventure’s Inspiring Inclusive Outdoor Activity was approved at the February LAG meeting and we will applying for the funding to support the project from the Scottish Government central LEADER pot in early July.
Underspend at present is £4,703 due to Spors Gaidhlig reporting an underspend against their agreed project costs at final claim stage. At present all current (known) underspend has been absorbed back in to the main fund for re-allocation.
Project finance review: This exercise will be continued as projects continue to complete their projects and reconcile their finances at final claim stage. We will continue to monitor ongoing projects to ensure that they stay on track to spend all funds allocated to them.

4) LEADER Commitments to date
LEADER interventions have ranged from 5% to 100% of total project costs.
Grant funding to projects has ranged from £3,300 to £189,000.
The total eligible project costs for all approved projects to date are approximately £3,773,038 with a total LEADER commitment of approximately £2,241,125 which accounts for 100.66% of the overall project allocation. To date the LEADER programme has paid out £1,552,158 to eligible claims. This differs from the total in the finance checker in the Finance section of the report as this is the actual sum paid out, whereas the Finance figure includes payments that have been approved but not yet defrayed.
