Co-oper­a­tion Pro­jects – Cairngorms led

The EURO­PARC Youth Mani­festo trans-nation­al pro­ject is now work­ing under the title Cairngorms Nation­al Park Youth Pro­ject’. The newly recruited young people joined some mem­bers from the ori­gin­al team to vis­it Keskip­iste LEAD­ER Fin­land and the Finnish young people will return to vis­it Glen­more in late May. This vis­it will include them lead­ing a fringe event at the Strength­en­ing Com­munit­ies Con­fer­ence Scot­land in Aviemore.

TICK – Rur­al Trans­port in Cairngorms & Kilkenny is now live and await­ing the return of the co-oper­a­tion agree­ment from Kilkenny LEAD­ER part­ner­ship. Kilkenny LAG have recently agreed to bid for money to sup­port the pro­ject fin­an­cially with­in Kilkenny so the scope of the pro­ject will increase sig­ni­fic­antly if they are suc­cess­ful. (Ire­land admin­is­ters co-oper­a­tion pro­jects from a cent­ral fund.) A steer­ing group is in pro­cess of being set up which will include CNPA, Cairngorms Trust, Vol­un­tary Action Badenoch & Strath­spey, Sus­trans and Badenoch & Strath­spey Com­munity Trans­port Com­pany. The first actions of this group will be to agree the brief for the trans­port con­sult­ant. An Offer of Grant from LEAD­ER has been issued to the Cairngorms Trust.

Co-oper­a­tion Pro­jects – non-Cairngorms led

The co-oper­a­tion pro­ject with North & South Aber­deen­shire and Moray LAGs: Pro­ject Man­ager for the NE Rur­al Food and Drink Tour­ism Pro­gramme’ has now been live since the 18th Feb 19.

The co-oper­a­tion pro­ject with High­land LAG: Multi Trails – sus­tain­able con­struc­tion, man­age­ment & pro­mo­tion of multi-user trails has been live since 4th April 19. This is a £59.5k pro­ject with 9 milestones

to report against. Our alloc­a­tion is £4,800 to sup­port part of the pro­ject activ­ity tak­ing part in Lag­gan Forest.

The co-oper­a­tion pro­ject with both North & South Aber­deen­shire LAG’s: Moun­tain Bike Aberdeenshire’s pro­ject officer has provided an update on the last three months of pro­ject activ­ity for the pro­ject (led by South Aber­deen­shire LAG) which includes a present­a­tion about MTB industry and Unau­thor­ised Trails’ to the Aber­deen­shire Loc­al Access For­um, con­tinu­ing to rep­res­ent MTB at Oppor­tun­ity North East For­um meet­ings regard­ing devel­op­ing Wild/​Adventurous activ­it­ies in NE Scot­land par­tic­u­larly focus­ing on oppor­tun­it­ies sur­round­ing Ballater/​Braemar. Addi­tion­al co-ordin­ated work with Glen Tanar Estate Ranger Ser­vice, Scot­tish Land & Estates and Aber­deen­shire Trail Asso­ci­ation cov­er­ing MTB use of the estate. Closed pro­ject updates:

Three pro­jects have com­pleted in this quarter:

Com­munity Ori­enteer­ing & Pro­tec­tion of the Envir­on­ment (COPE)’s excel­lent final report was completed.

Grow­ing capa­city in Social Enter­prise in the Park: final report pro­duced by the applic­ant is included as Appendix (3)

Spors Gaidh­lig com­pleted in Nov 18, how­ever it has taken us some time to col­late, check and agree the final claim.

Addi­tion­al pro­ject updates:

Tul­lich Kirk­yard – This pro­ject has suffered a series of set­backs due to rising costs of the agreed design and fail­ure to pro­cure a con­tract­or to take on the work in mid-2018. It was agreed that the redesign would be sub­mit­ted to a pre­ferred con­tract­or and a final cost has been agreed. They have recently pro­duced a great news­let­ter which shows the revised design.

Rothiemurchus & Aviemore Ten­nis Club Facil­ity has almost com­pleted the build and are cur­rently work­ing on the land­scap­ing around the build­ing. The social media annex includes pic­tures of the almost fin­ished product. The applic­ant man­aged the costs in order to include an elec­tron­ic gate with keypad which will allow access out with nor­mal hours thereby extend­ing the offer­ing which is an excel­lent res­ult. The final claim for this pro­ject is due 15th May 19 and an in situ vis­it has been reques­ted with the Applic­ant. Final com­ple­tion of this pro­ject will be repor­ted at the August LAG. We expect there to be some high-pro­file cov­er­age of this pro­ject over the next few weeks as they open their doors.

Inver­al­lan 20/20 has made its first claim and has sub­mit­ted cop­ies of the first reports on Inver­al­lan Church. The first pub­lic com­munity con­sulta­tion since fund­ing has been awar­ded took place on Thurs

25th April and a Sur­vey Mon­key sur­vey was emailed to all inter­ested parties and their con­greg­a­tion for com­ple­tion by the newly appoin­ted Devel­op­ment Consultant.

Howe of Torbeg pro­ject, which was only agreed at February’s meet­ing, has already begun and sub­mit­ted their first two claims. The first cab­in shell is up and things are gain­ing pace. They have already filled one job role and are hope­ful that the 2nd job role will also be filled as quickly. They appear to be doing an excel­lent job with their social media, post­ing a vari­ety of pic­tures etc.

Cairngorm School of Dance has received an agreed start date of 29th April 19. We have con­firm­a­tion from the applic­ant that the design is now agreed.

Com­munity 1st at Grant­own YMCA have a con­firmed start date of 15th April 19.

Expres­sions of Interest to LEAD­ER Analysis

We closed new EOls as of 12th Novem­ber 2018. Since that date we con­tin­ue to receive and review enquir­ies into the office. We have 114 cur­rent or pro­cessed EOls on our files. We have advised all poten­tial applic­ants and enquir­ies that although the fund is closed at present we will re-con­tact every­one should fur­ther or dif­fer­ent fund­ing become available.

After a meet­ing with­in Grant­own the Com­munity Coun­cil expressed an interest in apply­ing for LEAD­ER fund­ing to sup­port the intro­duc­tion of free and man­aged WiFi with­in the town and sur­round­ing vil­lages. The staff team did con­sid­er­able work on the pro­ject to ascer­tain if this might be an oppor­tun­ity for the Cairngorms LAG to bid to cent­ral LEAD­ER for addi­tion­al fund­ing to meet our Broad­band strand of Theme

  1. How­ever after lengthy dis­cus­sions with all inter­ested parties the applic­ant has with­drawn his applic­a­tion and is look­ing to re-assess the pro­ject aims.

Kin­gussie Shinty Club (who suc­cess­fully ran Kin­gussie 2017) have con­tac­ted us with a new EOI to sup­port fur­ther enhance­ment to the club grounds facil­it­at­ing their hold­ing cup finals as they have already done in 2018 and make areas of the sur­round­ing ground avail­able for wider use. If the LAG are recept­ive the staff team will attempt to draw togeth­er a full applic­a­tion to go before the con­sol­id­ated nation­al LEAD­ER alloc­a­tion post-June 2019. This would be our second pro­ject seek­ing nation­al sup­port; the first being the already agreed pro­ject from Equal Adventure.

The Cairngorms LEAD­ER pro­gramme cur­rently has a fin­an­cial com­mit­ment to approved pro­jects of £2,241,128 or 100.66% of the total pro­ject alloc­a­tion of £2,226,387.

This total com­mit­ment con­sists of £1,377,282 of gen­er­al pro­gramme fund­ing, £896,376 of the sub- alloc­a­tion for invest­ment in Farm Diver­si­fic­a­tion and Enter­prise pro­jects com­bined (of a min­im­um invest­ment of £593,704).

In terms of achiev­ing tar­gets in rela­tion to the sub-alloc­a­tions, our sub-alloc­a­tions for Farm Diver­si­fic­a­tion and Enter­prise are amal­gam­ated into one tar­get of 20% cov­er­ing both. Cur­rently we are 21.43% of our total allocation.

In regard to the Cooper­a­tion sub-alloc­a­tion this has now been reduced to 5% of total (min­im­um £149,479), our total Co-oper­a­tion com­mit­ment at present is £190,836 or 6.43%.

There are cur­rently no pro­jects for decision at the May LAG meet­ing. Equal Adventure’s Inspir­ing Inclus­ive Out­door Activ­ity was approved at the Feb­ru­ary LAG meet­ing and we will apply­ing for the fund­ing to sup­port the pro­ject from the Scot­tish Gov­ern­ment cent­ral LEAD­ER pot in early July.

Under­spend at present is £4,703 due to Spors Gaidh­lig report­ing an under­spend against their agreed pro­ject costs at final claim stage. At present all cur­rent (known) under­spend has been absorbed back in to the main fund for re-allocation.

Pro­ject fin­ance review: This exer­cise will be con­tin­ued as pro­jects con­tin­ue to com­plete their pro­jects and recon­cile their fin­ances at final claim stage. We will con­tin­ue to mon­it­or ongo­ing pro­jects to ensure that they stay on track to spend all funds alloc­ated to them.

4) LEAD­ER Com­mit­ments to date

LEAD­ER inter­ven­tions have ranged from 5% to 100% of total pro­ject costs.

Grant fund­ing to pro­jects has ranged from £3,300 to £189,000.

The total eli­gible pro­ject costs for all approved pro­jects to date are approx­im­ately £3,773,038 with a total LEAD­ER com­mit­ment of approx­im­ately £2,241,125 which accounts for 100.66% of the over­all pro­ject alloc­a­tion. To date the LEAD­ER pro­gramme has paid out £1,552,158 to eli­gible claims. This dif­fers from the total in the fin­ance check­er in the Fin­ance sec­tion of the report as this is the actu­al sum paid out, where­as the Fin­ance fig­ure includes pay­ments that have been approved but not yet defrayed.
