Title: STRA­TEGIC RISK REGISTER UPDATE

Pur­pose This paper presents an update on the Authority’s stra­tegic risk man­age­ment and a com­ment­ary on management’s review of action taken and cur­rent risk status. The paper also sup­ports a dis­cus­sion on the risk man­age­ment approach to be taken around the man­age­ment of the cur­rent Coronavir­us pandemic.

Recom­mend­a­tions The Audit & Risk Com­mit­tee is asked to: a) Con­sider the update presen­ted on the Authority’s Stra­tegic Risk Register. b) Con­sider wheth­er mem­bers have any fur­ther updates which should be incor­por­ated into the Stra­tegic Risk Register, includ­ing any addi­tion­al risks not cur­rently incor­por­ated. c) Agree that the Dir­ect­or of Cor­por­ate Ser­vices should devel­op a draft risk register around man­age­ment of the cur­rent Coronavir­us and cir­cu­late that to the Com­mit­tee for consideration.

Exec­ut­ive Summary

  1. The Authority’s Stra­tegic Risk Register cov­er­ing the deliv­ery of the 2018 to 2022 Cor­por­ate Plan was adop­ted by the Audit & Risk Com­mit­tee at its meet­ing in May 2019 and sub­sequently by the Board at its June 2019 meet­ing. As agreed by the Board, the Stra­tegic Risk Register is reg­u­larly reviewed by seni­or man­age­ment, to con­sider the appro­pri­ate­ness of the cov­er­age of the risk register and to con­sider action being taken to man­age and mit­ig­ate risk. The risk register was last con­sidered by Board review in Decem­ber 2019, and the res­ults of the review are set out at Annex I to this paper.

  2. The Annex spe­cifies seni­or man­agers respons­ible for the man­age­ment of each risk, togeth­er with a brief com­ment­ary on the man­age­ment actions being taken to mit­ig­ate the risk. An indic­a­tion is giv­en as to wheth­er the extent of the risk iden­ti­fied is assessed as escal­at­ing, broadly main­tain­ing its risk level, or declin­ing fol­low­ing action taken or wider envir­on­ment­al changes.

  3. The update set out in Annex I to this paper was developed in Feb­ru­ary 2020, pri­or to the rap­id escal­a­tion of pub­lic policy and busi­ness con­tinu­ity responses to the current

In con­sid­er­ing the approach to be taken in man­aging risks posed by the Coronavir­us pan­dem­ic, the Com­mit­tee is invited to agree that the Dir­ect­or of Cor­por­ate Ser­vices should devel­op a spe­cif­ic risk register around the authority’s man­age­ment of the Coronavir­us pan­dem­ic and cir­cu­late that to the Com­mit­tee for con­sid­er­a­tion. The Com­mit­tee is invited at this point to high­light any key risks mem­bers feel should be covered in devel­op­ment of that risk register.

  1. There is also a need to main­tain aware­ness of wider stra­tegic risk man­age­ment. The Com­mit­tee is invited to review the update on the man­age­ment of the Authority’s stra­tegic risks, and to con­sider wheth­er any fur­ther updates or com­ments require to be incor­por­ated at this stage.
