For decision Title: Update of Board Standing Orders Prepared by: David Cameron, Deputy Chief Executive Officer and Director of Corporate Services
Strategic context
- An up to date set of Standing Orders, setting out the operation of the Park Authority’s board and committee meetings, is a key element of our governance framework.
Purpose
- This paper presents an update to the Park Authority’s Standing Orders, which were last reviewed in 2019.
Recommendations
- The Board Is asked to: a) Consider proposed changes to the Park Authority board’s Standing Orders b) Agree standing orders.
Strategic policy consideration
A number of interim amendments have been agreed by the board to the Park Authority’s Standing orders to accommodate new ways of working and adaptations to technological developments. This update consolidates those amendments.
The Park Authority’s Code of Conduct has also been significantly revised, following the Standards Commission for Scotland’s new model Code for Non-Departmental Public Bodies. The update presented also reinforces the interaction between the Code and the board’s operations as set out in Standing Orders.
Stakeholder engagement
- The Framework agreement between the Park Authority and Scottish Government requires that the board ensures that effective governance is established and maintained, including ensuring that decision-taking is open and transparent (section

11c). Ensuring standing orders are up to date, clear and cover all requirements in support of conducting the Park Authority’s business represents a key aspect of fulfilling this requirement.
Strategic risk management
- The update to Standing Orders mitigates the risk of successful legal challenge to any decision of the Park Authority on a procedural basis.
Implications
There are no resource implications associated with this item of business.
From a presentational and reputational perspective, clear and up to date standing orders support good governance which in turn underpins the principles and culture of the Park Authority.

The proposed amendments to Standing Orders agreed in 2019 are set out in Annex One to this paper. Amendments are shown in tracked changes in Annex 1 to highlight changes made.
Annex 2 to this paper presents proposed Standing Orders should all proposed changes be accepted. Annex 2 is presented for ease of reading the proposed final version of this document.
