Applic­a­tion for Mat­ters Spe­cified in Con­di­tions of Plan­ning Con­sent ref: PPA-2702126 dated 21 March 2016

Pro­posed alloc­a­tion of afford­able hous­ing units.

Con­di­tion 21 of the above plan­ning per­mis­sion requires the pro­vi­sion of 25% afford­able hous­ing. This applic­a­tion is inten­ded to identi­fy the alloc­a­tion pro­posed to address the required 19 units which relates to the over­all devel­op­ment of 75 units on both North and South sites at Dalfaber.

With­in the Appeal decision the Report­er con­tinu­ally ref­er­ences both the north and south sites, deal­ing with the mat­ters raised as though deal­ing with one con­tigu­ous devel­op­ment. Under para­graph 23, with ref­er­ence to the rel­ev­ant con­di­tion 21 (Afford­able Hous­ing), the report­er states:

The sug­ges­ted adjust­ment to con­di­tion 1 relates to the num­ber of units across both sites which should be afford­able hous­ing units. This issue only arises in this and appeal PPA-2702127,”

It is there­fore clear that both sites are being pro­moted as a hol­ist­ic devel­op­ment and thus far they have been con­sidered and determ­ined in tan­dem. There­fore, in the interest of con­sist­ency, this applic­a­tion has also been sub­mit­ted in tan­dem with the MSC applic­a­tion address­ing con­di­tion 22 of con­sent PPA_270-2127 (Afford­able Housing).

The sub­mit­ted mas­ter­plan lay­out (draw­ing num­ber 3920-K2-00 – 06 B) indic­ates the approved devel­op­ment for both sites. The red line defines the extent of the north site (PPA-2702126) and the blue line defines the extent of the south site (PPA-270 – 21270). The com­bined 25% afford­able hous­ing require­ment for the total 75 units is 19 afford­able units. The blue shaded areas define the 19 units which are to be alloc­ated as afford­able homes. The detailed design of these has pre­vi­ously been approved under plan­ning con­sent 2018/0183/MSC gran­ted by CNPA on 15th Novem­ber 2018.

We con­firm that the developer is in nego­ti­ation with the High­land Coun­cil to agree the times­cale and terms of this provision.
