Title: Strategic risk registers

Purpose
This paper supports a review by the Committee of the Park Authority’s strategic risk management position.
Recommendations
The Audit and Risk Committee is asked to a) Consider the coverage and adequacy of the Park Authority’s strategic risk management position and advise on any gaps or amendments required to the current strategic risk register. b) Consider the coverage and adequacy of the Cairngorms 2030 programme risk management position and advise on any gaps or amendments required to the current programme risk register.
Executive Summary
The Cairngorms National Park Authority’s most recent strategic risk register, and strategic risk management position is set out in Annex 1. The register was last reviewed by the Executive on 12 May 2025. Amendments made are shown in blue text.
Risk 5 is now considered to be managed after successful recruitment and 3‑year pay position now agreed.
There are 13 active risks on the Strategic Risk Register. Of these, 6 items carry a high risk-score, although the trend of the identified risk is perceived to be stable: a) Risk reference 1 – public sector finance b) Risk reference 2 – match funding for Cairngorms 2030 programme c) Risk reference 4 – strategic partnerships d) Risk reference 6 – supporting the speed of organisational change e) Risk reference 10 – developing Business Continuity Plans f) Risk reference 17 – Cairngorms 2030 community transport enhancements
The Cairngorms 2030 programme risk register, and risk management position is set out in Annex 2.
The Total programme risk profile remains at Amber as a consequence of amber rating for the following individual risks: a) Risk ID Nos 2 and 7: funding for Active Transport projects – we await formal notification of awards from Transport Scotland; procurement for design development on these projects is underway. b) Risk ID No 5: Staff resignations – vacant posts in the Engagement team have now been filled.
The Committee is invited to consider the current coverage of the risk registers as set out In the Annexes. The Committee’s views on the current status of the risk registers are welcomed.
