Pur­pose

This paper sup­ports a review by the Com­mit­tee of the Park Authority’s stra­tegic risk man­age­ment position.

Recom­mend­a­tions

The Audit and Risk Com­mit­tee is asked to a) Con­sider the cov­er­age and adequacy of the Park Authority’s stra­tegic risk man­age­ment pos­i­tion and advise on any gaps or amend­ments required to the cur­rent stra­tegic risk register. b) Con­sider the cov­er­age and adequacy of the Cairngorms 2030 pro­gramme risk man­age­ment pos­i­tion and advise on any gaps or amend­ments required to the cur­rent pro­gramme risk register.

Exec­ut­ive Summary

  1. The Cairngorms Nation­al Park Authority’s most recent stra­tegic risk register, and stra­tegic risk man­age­ment pos­i­tion is set out in Annex 1. The register was last reviewed by the Exec­ut­ive on 12 May 2025. Amend­ments made are shown in blue text.

  2. Risk 5 is now con­sidered to be man­aged after suc­cess­ful recruit­ment and 3‑year pay pos­i­tion now agreed.

  3. There are 13 act­ive risks on the Stra­tegic Risk Register. Of these, 6 items carry a high risk-score, although the trend of the iden­ti­fied risk is per­ceived to be stable: a) Risk ref­er­ence 1 – pub­lic sec­tor fin­ance b) Risk ref­er­ence 2 – match fund­ing for Cairngorms 2030 pro­gramme c) Risk ref­er­ence 4 – stra­tegic part­ner­ships d) Risk ref­er­ence 6 – sup­port­ing the speed of organ­isa­tion­al change e) Risk ref­er­ence 10 – devel­op­ing Busi­ness Con­tinu­ity Plans f) Risk ref­er­ence 17 – Cairngorms 2030 com­munity trans­port enhancements

  4. The Cairngorms 2030 pro­gramme risk register, and risk man­age­ment pos­i­tion is set out in Annex 2.

  5. The Total pro­gramme risk pro­file remains at Amber as a con­sequence of amber rat­ing for the fol­low­ing indi­vidu­al risks: a) Risk ID Nos 2 and 7: fund­ing for Act­ive Trans­port pro­jects – we await form­al noti­fic­a­tion of awards from Trans­port Scot­land; pro­cure­ment for design devel­op­ment on these pro­jects is under­way. b) Risk ID No 5: Staff resig­na­tions – vacant posts in the Engage­ment team have now been filled.

  6. The Com­mit­tee is invited to con­sider the cur­rent cov­er­age of the risk registers as set out In the Annexes. The Committee’s views on the cur­rent status of the risk registers are welcomed.
