STEP 2 — CON­TEXT AND DESCRIP­TION OF THE PLAN

Con­text of the Plan: All of the guid­ance doc­u­ments arise from policies in the Loc­al Devel­op­ment Plan. The guid­ance doc­u­ments sit below the Loc­al Devel­op­ment Plan in the plan hierarchy.

The con­tents of the Loc­al Devel­op­ment Plan, includ­ing all the policies, were pre­vi­ously sub­ject to SEA. Descrip­tion of the Plan: 

  1. New Hous­ing Devel­op­ment non-stat­utory guid­ance Policy I of the Loc­al Devel­op­ment Plan provides the frame­work for con­sid­er­a­tion of new hous­ing devel­op­ment. The guid­ance provides addi­tion­al advice on what needs to be con­sidered and provides links to oth­er sources of rel­ev­ant information.

  2. Sup­port­ing Eco­nom­ic Growth non-stat­utory guid­ance Policy 2 of the Loc­al Devel­op­ment Plan provides the frame­work for con­sid­er­a­tion of how devel­op­ment should sup­port sus­tain­able eco­nom­ic growth. The guid­ance provides addi­tion­al advice on what needs to be con­sidered and provides links to oth­er sources of rel­ev­ant information.

  3. Design and Place­mak­ing non-stat­utory guid­ance Policy 3 of the Loc­al Devel­op­ment Plan applies to all devel­op­ment. It provides the frame­work to inform design and place­mak­ing for devel­op­ment pro­pos­als with­in the Cairngorms Nation­al Park. The guid­ance provides addi­tion­al advice on what needs to be con­sidered and provides links to oth­er sources of rel­ev­ant information.

  4. Nat­ur­al Her­it­age non-stat­utory guid­ance Policy 4 of the Loc­al Devel­op­ment Plan provides the frame­work for how con­sid­er­a­tion and safe­guard­ing of nat­ur­al her­it­age interests should be incor­por­ated into devel­op­ment pro­pos­als. A range of nat­ur­al her­it­age interests are iden­ti­fied, which includes hab­it­ats as well as wild­life. The guid­ance provides addi­tion­al advice on what needs to be con­sidered and provides links to oth­er sources of rel­ev­ant information.

  5. Land­scape non-stat­utory guid­ance Policy 5 of the Loc­al Devel­op­ment Plan 2021 provides the frame­work for how con­sid­er­a­tion of land­scape interests should be incor­por­ated into devel­op­ment pro­pos­als. The guid­ance provides addi­tion­al advice on what needs to be con­sidered and provides links to oth­er sources of rel­ev­ant information.

  6. Renew­able Energy non-stat­utory guid­ance Policy 7 of the Loc­al Devel­op­ment 2021 provides the frame­work for how con­sid­er­a­tion of renew­able energy pro­pos­als should be incor­por­ated into devel­op­ment pro­pos­als. The guid­ance provides addi­tion­al advice on what needs to be con­sidered and provides links to oth­er sources of rel­ev­ant information.

  7. Open Space, Sport and Recre­ation non-stat­utory guid­ance Policy 8 of the Loc­al Devel­op­ment Plan provides the frame­work for con­sid­er­a­tion of how devel­op­ment would sup­port the pro­vi­sion of qual­ity open spaces, sport and recre­ation facil­it­ies. The guid­ance provides addi­tion­al 34

advice on what needs to be con­sidered and provides links to oth­er sources of rel­ev­ant information.

  1. Cul­tur­al Her­it­age non-stat­utory guid­ance Policy 9 of the Loc­al Devel­op­ment Plan 2021 applies to all devel­op­ment and provides the frame­work for how con­sid­er­a­tion of cul­tur­al her­it­age interests should be incor­por­ated into devel­op­ment pro­pos­als. The guid­ance provides addi­tion­al advice on what needs to be con­sidered and provides links to oth­er sources of rel­ev­ant information.

  2. Resources non-stat­utory guid­ance Policy 10 of the Loc­al Devel­op­ment Plan provides the frame­work for con­sid­er­a­tion of how devel­op­ment would sup­port the sus­tain­able con­ser­va­tion, extrac­tion and use of resources whilst sup­port­ing the aims of the Nation­al Park. The guid­ance provides addi­tion­al advice on what needs to be con­sidered and provides links to oth­er sources of rel­ev­ant information.

  3. Developer Oblig­a­tions stat­utory guid­ance Policy 11 of the Loc­al Devel­op­ment Plan provides the frame­work for con­sid­er­a­tion of in what situ­ations developer oblig­a­tions may be required. The guid­ance provides addi­tion­al advice on what needs to be con­sidered and provides links to oth­er sources of rel­ev­ant inform­a­tion. What are the key com­pon­ents of the plan? The guid­ance doc­u­ments include a copy of the rel­ev­ant LDP policy before provid­ing advice and inform­a­tion sources to help con­sid­er­a­tion of the policy in rela­tion to devel­op­ment pro­pos­als. In terms of your response to Boxes 7 and 8 above, set out those com­pon­ents of the plan that are likely to require screen­ing: None of the com­pon­ents of the guid­ance doc­u­ments require screen­ing or fur­ther assess­ment, for the reas­ons giv­en above.

STEP 4 — STATE­MENT OF THE FIND­INGS OF THE SCREENING

Sum­mary of inter­ac­tions with the envir­on­ment and state­ment of the find­ings of the Screen­ing: (Includ­ing an out­line of the likely sig­ni­fic­ance of any inter­ac­tions, pos­it­ive or neg­at­ive, and explan­a­tion of con­clu­sion of the screen­ing exer­cise.) There is no like­li­hood of sig­ni­fic­ant envir­on­ment­al effects asso­ci­ated with adop­tion of the guid­ance doc­u­ments and there­fore no require­ment for fur­ther assessment.
