Sum­mary of evid­ence Policy con­text Nation­al Parks (Scot­land) Act 2000 The Nation­al Park has four dis­tinct aims as set out in The Nation­al Parks (Scot­land) Act 2000). All of the aims are rel­ev­ant with­in the con­text of sus­tain­able trans­port and act­ive travel. These are: a) to con­serve and enhance the nat­ur­al and cul­tur­al her­it­age of the area, b) to pro­mote sus­tain­able use of the nat­ur­al resources of the area, c) to pro­mote under­stand­ing and enjoy­ment (includ­ing enjoy­ment in the form of recre­ation) of the spe­cial qual­it­ies of the area by the pub­lic, and d) to pro­mote sus­tain­able eco­nom­ic and social devel­op­ment of the area’s communities.

The aims are all to be pur­sued col­lect­ively. How­ever, if there is con­flict between the first aim and any of the oth­ers, great­er weight is giv­en to the first aim (as set out in Sec­tion 9(6) of the 2000 Act).

Nation­al Plan­ning Frame­work 4 The Nation­al Plan­ning Frame­work 4 sets out the nation­al spa­tial strategy for Scot­land and is part of the stat­utory devel­op­ment plan¹. Its focus on the three main policy themes of sus­tain­able, live­able and pro­duct­ive places aligns with Scotland’s aim of deliv­er­ing on the United Nations Sus­tain­able Goals. Nation­al Plan­ning Frame­work 4, in rela­tion to Infra­struc­ture and Ser­vices aims to deliv­er an infra­struc­ture first approach to land use planning.

Policy 13 addresses the need for the Loc­al Devel­op­ment Plan to identi­fy and pri­or­it­ise sites for fur­ther devel­op­ment that can be accessed through sus­tain­able travel modes. The Loc­al Devel­op­ment Plan’s spa­tial strategy needs to deliv­er a place-based approach that aims to reduce private vehicle use. The Cairngorms Nation­al Park Author­ity is cur­rently look­ing at options to deliv­er low traffic schemes, bus / cycle pri­or­ity in

set­tle­ment centres and ped­es­tri­an­isa­tion of busy car dom­in­ated spaces as part of the Cairngorms 2030 work (dis­cussed later in this section).

Scot­tish Gov­ern­ment Loc­al Devel­op­ment Plan­ning Guid­ance states that in rela­tion to Policy 13:

The Evid­ence Report is an oppor­tun­ity for the author­ity to estab­lish their trans­port baseline, present evid­ence of their com­mit­ment to pro­duce a trans­port apprais­al and to demon­strate that dis­cus­sions have taken place with Trans­port Scot­land to estab­lish next steps’.

The Park Author­ity will under­take a trans­port apprais­al to sup­port the pre­par­a­tion of the Pro­posed Plan in line with loc­al devel­op­ment plan­ning guidance.

Policy 15 states that places need to pro­mote and facil­it­ate the applic­a­tion of the Place Prin­ciple and cre­ate con­nec­ted and com­pact neigh­bour­hoods where people can meet the major­ity of their daily needs with­in a reas­on­able dis­tance of their home, prefer­ably by walk­ing, wheel­ing or cyc­ling or using sus­tain­able trans­port options’. The Loc­al Devel­op­ment Plan needs to sup­port the loc­al liv­ing / 20-minute neigh­bour­hood approach in the set­tle­ments in the Nation­al Park through the pro­posed spa­tial strategy, site briefs and mas­ter­plan. The plan needs to con­sider the loc­al con­text as each set­tle­ment will have vary­ing char­ac­ter­ist­ics and chal­lenges to consider.

Policy 18 spe­cific­ally addresses the infra­struc­ture first approach inten­ded to ensure infra­struc­ture con­sid­er­a­tions are addresses at the earli­est stage of the devel­op­ment plan pro­cess. Loc­al devel­op­ment plans need to ensure exist­ing infra­struc­ture assets are being used sus­tain­ably and make pro­vi­sion for pri­or­it­ising low-car­bon solu­tions in devel­op­ment. Pro­posed infra­struc­ture inter­ven­tions need to ensure they meet the needs of the com­munity they are inden­ted to serve.

Accord­ing to the policy loc­al devel­op­ment plans must:

  • Reflect evid­ence-based decisions about the cur­rent infrastructure’s capa­city, con­di­tion, needs and deliv­er­ab­il­ity with­in the Plan area.
  • Con­sider the need for addi­tion­al cross bound­ary infra­struc­ture where a need is identified.

  • Put for­ward a meth­od of cal­cu­la­tion for the type, level and loc­a­tion of the fin­an­cial or in-kind con­tri­bu­tions required, spe­cify­ing which devel­op­ment (sites) these will be required for.

The Cairngorms Nation­al Park falls into Nation­al Plan­ning Frame­work 4’s North spa­tial area and sets out the fol­low­ing priorities:

  • Pro­tect envir­on­ment­al assets and stim­u­late invest­ment in nat­ur­al and engin­eered solu­tions to cli­mate change and nature res­tor­a­tion, whilst decar­bon­ising trans­port and build­ing resi­li­ent connections.
  • Main­tain and help to grow the pop­u­la­tion by tak­ing a pos­it­ive approach to rur­al devel­op­ment that strengthens net­works of communities.
  • Sup­port loc­al eco­nom­ic devel­op­ment by mak­ing sus­tain­able use of the areas’ world class envir­on­ment­al assets to innov­ate and lead green­er growth.

Nation­al Trans­port Strategy (NTS2) 2020 The Nation­al Trans­port Strategy sets out the vis­ion for Scotland’s trans­port sys­tem for the next 20 years. The vis­ion is under­pinned by four priorities:

  • Redu­cing Inequalities
  • Tak­ing Cli­mate Action
  • Help­ing to deliv­er inclus­ive eco­nom­ic growth
  • Improv­ing health and wellbeing.

Under the pri­or­ity head­ings spe­cif­ic acknow­ledge­ment is made to those liv­ing in Scotland’s remote and rur­al areas, which reflects the chal­lenges in terms of infra­struc­ture pro­vi­sion in the Cairngorms Nation­al Park. In terms of redu­cing inequal­it­ies, it raises the issues sur­round­ing the increased trans­port costs asso­ci­ated with rur­al Scot­tish liv­ing in regard to com­mut­ing to work, lower demand for pub­lic trans­port along­side reduced pro­vi­sion and the increased cost in private trans­port costs (fuel) have on people’s abil­ity to access employ­ment and edu­ca­tion (in par­tic­u­lar a dis­pro­por­tion­ate effect on young people). The Strategy high­lights that the lack of pub­lic trans­port res­ult­ing in a bar­ri­er for young people to access edu­ca­tion, train­ing and employ­ment, can res­ult in long term out-migra­tion poten­tially impact­ing the sus­tain­ab­il­ity of remote and rur­al communities.

The Nation­al Trans­port Strategy was developed fol­low­ing a com­pre­hens­ive review of the ori­gin­al Nation­al Trans­port Strategy (2006), based on the three pil­lars of col­lab­or­at­ive work­ing with part­ners, enga­ging with stake­hold­ers and build­ing an evid­ence base.
