Title: FINANCIAL REGULATIONS AND TRAINING

Purpose
This paper invites Committee members to consider any training requirements they may have to support their membership of the Committee over the coming years.
The paper presents the current Financial Regulations for the Authority, to provide context around the Authority’s financial operations and to assist with consideration of potential training requirements.
Recommendation
The Finance & Delivery Committee is requested to agree any future training and information requirements.
Information
- Committee members were invited following the February meeting to contact the Committee Chair to discuss any training requirements that they feel they would benefit from, either individually, or as training sessions and discussion items for the entire Committee. This paper seeks to follow up that consideration to allow members to finalise any training requirements.
- Members considered the terms of reference for the Committee’s operations at the previous meeting, to help establish the focus for the Committee’s work and to provide background to consideration of any training requirements. - As further context to the Authority’s financial operations, our Financial Regulations are provided at Annex One to this paper. Presentation of the Financial Regulations help highlight to members the underpinning processes and controls established to support the Authority’s financial management. Therefore, consideration of this document is in itself a step for members in training around our systems and management controls.
- The context set by the Financial Regulations, together with previous consideration of the Committee’s Terms of Reference, may also assist members in identifying aspects of the Authority’s financial management where further training may be beneficial.
