Title: DEVEL­OP­MENT PLAN SCHEME ²⁰¹⁹⁄₂₀ Pre­pared by: Dan Har­ris, Plan­ning Man­ager Pur­pose of Report To ask the Plan­ning Com­mit­tee to con­sider and approve the Devel­op­ment Plan Scheme for ²⁰¹⁹⁄₂₀.

Recom­mend­a­tion That the Plan­ning Com­mit­tee approve pub­lic­a­tion of the Devel­op­ment Plan Scheme for ²⁰¹⁹⁄₂₀.

Back­ground

1. All plan­ning author­it­ies in Scot­land are required to pro­duce an annu­ally updated Devel­op­ment Plan Scheme (DPS) to set out how they are pro­gress­ing work to adopt and review their Loc­al Devel­op­ment Plan (LDP). The DPS is required to out­line a timetable for the key steps in pro­du­cing the LDP. It also includes a ​‘par­ti­cip­a­tion state­ment’, which explains how and when loc­al res­id­ents and oth­er inter­ested groups can become engaged in the pro­duc­tion of the LDP.

Devel­op­ment Plan Scheme ²⁰¹⁹⁄₂₀

1. The cur­rent LDP for the Cairngorms Nation­al Park was adop­ted on 27 March 2015 and, in accord­ance with cur­rent plan­ning legis­la­tion, lasts for a peri­od of five years. We must there­fore work towards hav­ing a new LDP (LDP2) in place by April 2020.

2. The pro­posed DPS for ²⁰¹⁹⁄₂₀ (attached at Appendix 1) sets out the timetable for pre­par­ing LDP2 and explains the key stages of pub­lic involve­ment in the process.

3. Key remain­ing mile­stones in the pro­duc­tion of LDP2 will be: a) Sub­mis­sion of the Pro­posed Plan for exam­in­a­tion – Septem­ber 2019 b) Adop­tion of LDP2 – April 2020

4. The date of sub­mis­sion for Exam­in­a­tion has changed slightly from the pre­vi­ous DPS, being moved from June to Septem­ber. This due to the fact that more time was allowed to con­sult on the Pro­posed Plan. This change is not expec­ted to pre­ju­dice the adop­tion of LDP2 by April 2020.

Next Steps

1. The DPS for ²⁰¹⁸⁄₁₉ will be pub­lished and sent to inter­ested parties in accord­ance with legis­lat­ive require­ments. There­after, pro­gress in pro­du­cing LDP2 will be mon­itored dur­ing the com­ing year. This will be the final DPS for the cur­rent Plan maing cycle as adop­tion is expec­ted to take place before an update is requiered.
