Item 6 Appendix 2 HRA 2019/0005/DET and 2019/0018/LBC

This document contains a Habitats Regulations Appraisal for the proposed restoration and repair of mill buildings at Scalan North and South Mill in Chapeltown, Ballindalloch. The Cairngorms National Park Authority is assessing the potential impact of the project (reference numbers 2019/0005/DET and 2019/0018/LBC) on the River Spey Special Area of Conservation (SAC), specifically concerning Atlantic salmon, sea lamprey, otter and freshwater pearl mussel. The appraisal considers potential effects during both construction and operation, concluding that the project is likely to have a significant effect on Atlantic salmon and otters. It then outlines mitigation measures, including a Species Protection Plan and a Pollution Prevention Plan, to ensure the project does not adversely affect the integrity of the River Spey SAC. Advice was sought from NatureScot (formerly Scottish Natural Heritage) and the Scottish Environment Protection Agency (SEPA).
