Title: LOC­AL DEVEL­OP­MENT PLAN 2021ACTION PROGRAMME

Pur­pose of Report

  1. To ask the Plan­ning Com­mit­tee to note the first Loc­al Devel­op­ment Plan 2021 Action Programme.

Recom­mend­a­tion

  1. That the Plan­ning Com­mit­tee note the Loc­al Devel­op­ment Plan 2021 Action Programme.

Back­ground

  1. The Cairngorms Nation­al Park Author­ity Board adop­ted the Cairngorms Nation­al Park Loc­al Devel­op­ment Plan 2021 in March 2021. All plan­ning author­it­ies are required to pub­lish an Action Pro­gramme to set out how the policies and pro­pos­als with­in their Loc­al Devel­op­ment Plan (LDP) will be imple­men­ted. They are a key tool for facil­it­at­ing and sup­port­ing devel­op­ment deliv­ery and Scot­tish Plan­ning Policy (2014) states that Action pro­grammes should be act­ively used to drive deliv­ery of planned devel­op­ments: to align stake­hold­ers, phas­ing, fin­an­cing and infra­struc­ture invest­ment over the long term’ (para. 31).

  2. The Town and Coun­try Plan­ning (Devel­op­ment Plan­ning) (Scot­land) Reg­u­la­tions 2008 requires Action Pro­grammes to set out: a) A list of actions required to deliv­er each of the Plan’s key policies and pro­pos­als; b) The organ­isa­tion who is to carry out the action; and c) The broad times­cale for car­ry­ing out each action.

  3. Action Pro­grammes must be updated and repub­lished at least every two years how­ever CNPA have com­mit­ted to under­tak­ing and pub­lish­ing Action Pro­gramme updates annually.

  4. This Action Pro­gramme provides up-to-date inform­a­tion about the deliv­ery of all sites and policies with­in the new LDP (2021). These updates are all set out in the Action Pro­gramme 2021 which is attached at Appendix 1.

The Action Programme

  1. The aim of this Action Pro­gramme is to set out actions which will help imple­ment the vis­ion, strategy and pro­pos­als of the LDP 2021. It is the Cairngorm Nation­al Park Authority’s (CNPA) main deliv­ery tool for the LDP and will be used to help mon­it­or pro­gress. It iden­ti­fies pro­jects and work being under­taken across the Nation­al Park that sup­port the deliv­ery of the LDP but does not com­mit the CNPA or any oth­er part­ner to new work that has not been iden­ti­fied elsewhere.

  2. While the Action Pro­gramme will be a pub­lished doc­u­ment and form­al part of the LDP pro­cess, it is also inten­ded to be a work­ing doc­u­ment for the CNPA plan­ning team. It sets out actions for the plan­ning team to deliv­er and coordin­ate deliv­ery of the LDP and will also help build evid­ence to inform devel­op­ment of the next LDP.

  3. Sec­tions 2 and 3 identi­fy Nation­al Pro­jects (iden­ti­fied with­in the Nation­al Plan­ning Frame­work 3) and oth­er infra­struc­ture pro­jects that will sup­port the deliv­ery of the LDP. As part of the pre­par­a­tion of the Action Pro­gramme, rel­ev­ant stake­hold­ers were con­sul­ted includ­ing Trans­port Scot­land, High­lands and Islands Enter­prise, NatureScot and oth­ers to obtain updates on the pro­gress of these pro­jects and provide accur­ate inform­a­tion about the times­cales and organisations/​bodies who will be respons­ible for pro­gress­ing these.

  4. Sec­tion 4 sets out pro­jects that will be under­taken to spe­cific­ally sup­port the imple­ment­a­tion of the LDP policies. This includes actions includ­ing pre­par­ing sup­ple­ment­ary or non-stat­utory guid­ance as well as oth­er inform­a­tion gath­er­ing needed to sup­port these. These actions will be mon­itored and updated as they are com­pleted. Where gaps in inform­a­tion emerge or there is a need to under­take a pro­ject to fur­ther sup­port a par­tic­u­lar policy area, the Action Pro­gramme will be updated to reflect this.

  5. Sec­tion 5 sets out our anti­cip­ated mon­it­or­ing timetable whilst Sec­tion 6 provides an update on the devel­op­ment land sup­ply with­in the Nation­al Park. It provides pro­gress inform­a­tion on all alloc­ated sites with­in the LDP, includ­ing details of recent plan­ning per­mis­sions, site require­ments and any key infra­struc­ture con­straints required to make the site effect­ive as well as actions and times­cales for delivery.

  6. In addi­tion to site spe­cif­ic inform­a­tion, infra­struc­ture and afford­able hous­ing require­ments are provided at a set­tle­ment level which set out what is required in terms of afford­able hous­ing (which are high­er in Brae­mar, Bal­later, Aviemore and Blair Atholl), edu­ca­tion con­tri­bu­tions (where schools are near­ing or over capa­city), com­munity leis­ure facil­it­ies or where there may be water or waste water capa­city issues.

  7. Stat­utory con­sul­tees and key agen­cies were con­sul­ted on the Action Pro­gramme and amend­ments were made in line with these. In addi­tion, updates from indi­vidu­al site

own­ers and rep­res­ent­at­ives were sought to update indi­vidu­al site pro­gress which again has been reflec­ted with­in the document.

Next Steps

  1. The Action Pro­gramme 2021 will be pub­lished on the CNPA web­site. Cop­ies will also be sent to Scot­tish Min­is­ters and placed in loc­al libraries.
