Title: LOCAL DEVELOPMENT PLAN 2021 – ACTION PROGRAMME

Purpose of Report
- To ask the Planning Committee to note the first Local Development Plan 2021 Action Programme.

Background
The Cairngorms National Park Authority Board adopted the Cairngorms National Park Local Development Plan 2021 in March 2021. All planning authorities are required to publish an Action Programme to set out how the policies and proposals within their Local Development Plan (LDP) will be implemented. They are a key tool for facilitating and supporting development delivery and Scottish Planning Policy (2014) states that ‘Action programmes should be actively used to drive delivery of planned developments: to align stakeholders, phasing, financing and infrastructure investment over the long term’ (para. 31).
The Town and Country Planning (Development Planning) (Scotland) Regulations 2008 requires Action Programmes to set out: a) A list of actions required to deliver each of the Plan’s key policies and proposals; b) The organisation who is to carry out the action; and c) The broad timescale for carrying out each action.
Action Programmes must be updated and republished at least every two years however CNPA have committed to undertaking and publishing Action Programme updates annually.
This Action Programme provides up-to-date information about the delivery of all sites and policies within the new LDP (2021). These updates are all set out in the Action Programme 2021 which is attached at Appendix 1.

The Action Programme
The aim of this Action Programme is to set out actions which will help implement the vision, strategy and proposals of the LDP 2021. It is the Cairngorm National Park Authority’s (CNPA) main delivery tool for the LDP and will be used to help monitor progress. It identifies projects and work being undertaken across the National Park that support the delivery of the LDP but does not commit the CNPA or any other partner to new work that has not been identified elsewhere.
While the Action Programme will be a published document and formal part of the LDP process, it is also intended to be a working document for the CNPA planning team. It sets out actions for the planning team to deliver and coordinate delivery of the LDP and will also help build evidence to inform development of the next LDP.
Sections 2 and 3 identify National Projects (identified within the National Planning Framework 3) and other infrastructure projects that will support the delivery of the LDP. As part of the preparation of the Action Programme, relevant stakeholders were consulted including Transport Scotland, Highlands and Islands Enterprise, NatureScot and others to obtain updates on the progress of these projects and provide accurate information about the timescales and organisations/bodies who will be responsible for progressing these.
Section 4 sets out projects that will be undertaken to specifically support the implementation of the LDP policies. This includes actions including preparing supplementary or non-statutory guidance as well as other information gathering needed to support these. These actions will be monitored and updated as they are completed. Where gaps in information emerge or there is a need to undertake a project to further support a particular policy area, the Action Programme will be updated to reflect this.
Section 5 sets out our anticipated monitoring timetable whilst Section 6 provides an update on the development land supply within the National Park. It provides progress information on all allocated sites within the LDP, including details of recent planning permissions, site requirements and any key infrastructure constraints required to make the site effective as well as actions and timescales for delivery.
In addition to site specific information, infrastructure and affordable housing requirements are provided at a settlement level which set out what is required in terms of affordable housing (which are higher in Braemar, Ballater, Aviemore and Blair Atholl), education contributions (where schools are nearing or over capacity), community leisure facilities or where there may be water or waste water capacity issues.
Statutory consultees and key agencies were consulted on the Action Programme and amendments were made in line with these. In addition, updates from individual site

owners and representatives were sought to update individual site progress which again has been reflected within the document.
Next Steps
- The Action Programme 2021 will be published on the CNPA website. Copies will also be sent to Scottish Ministers and placed in local libraries.
