PLAN­NING APPLIC­A­TION NO. 2023/0087/DET Devel­op­ment Pro­posed: Change of use and alter­a­tion to form new campsite.

We would like to register my sup­port for the above ref­er­enced plan­ning applic­a­tion for the fol­low­ing loc­al eco­nom­ic, employ­ment and envir­on­ment­al reasons:

The tour­ist sec­tor is of sig­ni­fic­ant import­ance to the loc­al busi­nesses with many of the busi­nesses either redu­cing hours of trade or clos­ing com­pletely when not in the vis­it­or sea­son. It is there­fore very import­ant that we have a wide range of facil­it­ies to accom­mod­ate those who may wish to vis­it the loc­al­ity and poten­tially sup­port the loc­al busi­nesses and employment.

With a num­ber of pre­vi­ously ren­ted out hol­i­day homes in the loc­al­ity hav­ing been taken off the mar­ket due to the Government’s strin­gent require­ment for re-regis­tra­tion, the pro­posed devel­op­ment may help to par­tially replace some of the vis­it­ors that would have stayed in the former hol­i­day homes now removed from the market.

The pro­vi­sion of a camper­van chem­ic­ally treated waste dis­pos­al facil­ity is required with improp­er dis­pos­al of such waste in the loc­al­ity being an issue of con­cern in respect of its envir­on­ment­al impact. The pro­vi­sion of such a facil­ity with­in the loc­al­ity is a neces­sity and should be made gen­er­ally avail­able, rather than being lim­ited to those who have booked in to stay at the pro­posed campsite.

Com­ment Details Com­menter Type: Mem­ber of Pub­lic Stance: Cus­tom­er made com­ments in sup­port of the Plan­ning Applic­a­tion Com­ment Reas­ons: Comment:I do sup­port the pro­ject to encour­age tour­ists into the vil­lage. I do how­ever, have con­cerns with some of the proposals:

  1. The Els­an waste dis­pos­al must not be able to dis­charge via a sep­tic tank into the envir­on­ment as stated in the sup­port­ing state­ment. It is not leg­al and would be dis­astrous for the envir­on­ment. 2a. Access to the site from the Main Street, as recom­men­ded by MC roads, would take traffic past the foun­tain. The foun­tain is an archi­tec­tur­al item of sig­ni­fic­ant loc­al his­tor­ic­al interest, would have a major safety impact on people wish­ing to vis­it it as it is in the centre of the road. The increased traffic could also have a neg­at­ive impact on the struc­ture of the foun­tain itself with the poten­tial for vehicles com­ing into con­tact with the struc­ture. 2b. Vis­ib­il­ity sweep at the junc­tions in the Square is already hampered by any parked cars on Main Street. Also there is no vis­ib­il­ity sweep at the junc­tion to cross Con­glass Lane from Main Street due to exist­ing prop­erty bound­ar­ies. 2c. Vic­tor­ia House has access to the prop­erty from that side road dir­ectly onto the road (there is no pave­ment). It would be unsafe for the res­id­ents if cara­van and motorhome traffic were to be dir­ec­ted past that prop­erty. 2d. Foot traffic from the cara­van park would access the vil­lage amen­it­ies via the afore­men­tioned side road, and as there is no pave­ment it would be unsafe for ped­es­tri­ans if vehicu­lar traffic was to be increased via that route. 2e. It is my opin­ion that all access to the site via the exist­ing entrance is unsafe and an altern­at­ive off the A939 should be considered.
  2. There appears to be no site office for a cus­todi­an to wel­come vis­it­ors and provide a poc for any site issues.
  3. Theres no inform­a­tion on the sup­port­ing state­ment regard­ing light­ing to com­ply with Dark Skies Park requirements.

  4. Will there be any pro­vi­sion for per­man­ent barbeques to pre­vent the risk of fire from disposables.
