Title: LOC­AL DEVEL­OP­MENT PLAN 2015 — ACTION PRO­GRAMME REVIEW Pre­pared by: Katie Crerar, Plan­ning Officer Dan Har­ris, Plan­ning Manager

Pur­pose of Report

1. To ask the Plan­ning Com­mit­tee to approve the Loc­al Devel­op­ment Plan Action Pro­gramme Review 2020.

Recom­mend­a­tion

1. That the Plan­ning Com­mit­tee approve the Loc­al Devel­op­ment Plan Action Pro­gramme Review 2020.

Back­ground

1. All plan­ning author­it­ies are required to pub­lish an Action Pro­gramme to set out how the policies and pro­pos­als with­in their Loc­al Devel­op­ment Plan (LDP) will be imple­men­ted. Action Pro­grammes are required to include a list of actions required to deliv­er each of the policies and pro­pos­als con­tained in the LDP, details of who will carry out the actions, and the likely times­cales for under­tak­ing the actions.

2. The Cairngorms Nation­al Park LDP was adop­ted in March 2015, and an Action Pro­gramme was sub­sequently pub­lished in June 2015. Action Pro­grammes must be updated and repub­lished at least every two years how­ever CNPA have com­mit­ted to under­tak­ing and pub­lish­ing Action Pro­gramme updates annually.

3. This Action Pro­gramme Review provides up-to-date inform­a­tion about the deliv­ery of sites and policies with­in the LDP (2015). These updates are all set out in the pro­posed Action Pro­gramme Review 2020 which is attached at Appendix 1.

4. This is the final Action Pro­gramme to be pub­lished for the cur­rent LDP (2015) as it is due to be replaced by the new LDP later in the year.

Action Pro­gramme Deliv­ery Priorities

1. The 2019 Action Pro­gramme Review iden­ti­fied a series of deliv­ery pri­or­it­ies for ²⁰¹⁹⁄₂₀ against which CNPA was lis­ted as the lead agency. Pro­gress against these pri­or­it­ies is out­lined in Table 1.

A school engage­ment event had to be post­poned due to Cov­id-19 and will be res­ched­uled at a later date.
3 Plan and deliv­er work­shop on nat­ur­al her­it­age with SNH, SEPA and Loc­al Author­it­ies Shar­ing good prac­tice and ensur­ing con­sist­ent applic­a­tion of policy and prac­tice across the Nation­al Park to be held autumn 2019.	Com­pleted in Autumn 2019.
4 Under­take a mon­it­or­ing scheme on hol­i­day and second home own­er­ship, changes of use from res­id­en­tial prop­erty and impacts on com­munit­ies. The devel­op­ment of the LDP has increased aware­ness of the changes in use of res­id­en­tial prop­erty to short term hol­i­day let­ting prop­erty. The data avail­able through coun­cil tax and non-domest­ic rates records requires some ground troth­ing for accur­acy and the CNPA will under­take some addi­tion­al mon­it­or­ing of newly com­pleted hous­ing devel­op­ments. We will also pub­lish a Plan­ning Advice Note to explain the rules on use and changes of use.	Await­ing key inform­a­tion from Inside Airb­nb who have been com­mis­sioned to gath­er 2020 data for the CNPA and Scot­land as a whole. CNPA will then under­take ana­lys­is of this data.

1. New deliv­ery pri­or­it­ies for ²⁰²⁰⁄₂₁ are iden­ti­fied in sec­tion 2 of the 2020 Action Pro­gramme Review. These are sum­mar­ised in Table 2.

5 Review Action Programme

1. In addi­tion, Sec­tion 7 out­lines pro­gress in deliv­er­ing the sites that are alloc­ated for devel­op­ment with­in the LDP. It was updated in 2018 to present inform­a­tion on a set­tle­ment basis for clar­ity, thus provid­ing inform­a­tion for likely infra­struc­ture require­ments and all hous­ing, exist­ing per­mis­sions, eco­nom­ic devel­op­ment, tour­ism and com­munity sites togeth­er with a set­tle­ment map.

2. This review provides pro­gress updates on all alloc­ated sites with­in the LDP, includ­ing details of recent plan­ning per­mis­sions. The likely developer oblig­a­tions required are also set out under the ​‘Anti­cip­ated Infra­struc­ture & Afford­able Hous­ing Require­ments’ head­ing with­in each set­tle­ment and these have also been checked to ensure they reflect the most recent school roll forecasts.

Next Steps

1. The Action Pro­gramme Review 2020 will be pub­lished on the CNPA web­site. Cop­ies will also be sent to Scot­tish Min­is­ters and placed in loc­al lib­rar­ies. This will be the final review of the Action Pro­gramme for the Loc­al Devel­op­ment Plan 2015. A new Action Pro­gramme will be pre­pared for the next Loc­al Devel­op­ment Plan 2020 and will be brought to the Plan­ning Com­mit­tee fol­low­ing adoption.
