Purpose of Report
- To ask the Planning Committee to approve the Local Development Plan Action Programme Review 2020.
Recommendation
- That the Planning Committee approve the Local Development Plan Action Programme Review 2020.
Background
All planning authorities are required to publish an Action Programme to set out how the policies and proposals within their Local Development Plan (LDP) will be implemented. Action Programmes are required to include a list of actions required to deliver each of the policies and proposals contained in the LDP, details of who will carry out the actions, and the likely timescales for undertaking the actions.
The Cairngorms National Park LDP was adopted in March 2015, and an Action Programme was subsequently published in June 2015. Action Programmes must be updated and republished at least every two years however CNPA have committed to undertaking and publishing Action Programme updates annually.
This Action Programme Review provides up-to-date information about the delivery of sites and policies within the LDP (2015). These updates are all set out in the proposed Action Programme Review 2020 which is attached at Appendix 1.
This is the final Action Programme to be published for the current LDP (2015) as it is due to be replaced by the new LDP later in the year.

Action Programme Delivery Priorities
- The 2019 Action Programme Review identified a series of delivery priorities for 2019⁄20 against which CNPA was listed as the lead agency. Progress against these priorities is outlined in Table 1.

We will also publish a Planning Advice Note to explain the rules on use and changes of use. | Awaiting key information from Inside Airbnb who have been commissioned to gather 2020 data for the CNPA and Scotland as a whole. - New delivery priorities for 2020⁄21 are identified in section 2 of the 2020 Action Programme Review. These are summarised in Table 2.

5 Review Action Programme |
In addition, Section 7 outlines progress in delivering the sites that are allocated for development within the LDP. It was updated in 2018 to present information on a settlement basis for clarity, thus providing information for likely infrastructure requirements and all housing, existing permissions, economic development, tourism and community sites together with a settlement map.
This review provides progress updates on all allocated sites within the LDP, including details of recent planning permissions. The likely developer obligations required are also set out under the ‘Anticipated Infrastructure & Affordable Housing Requirements’ heading within each settlement and these have also been checked to ensure they reflect the most recent school roll forecasts.
Next Steps
- The Action Programme Review 2020 will be published on the CNPA website. Copies will also be sent to Scottish Ministers and placed in local libraries. This will be the final review of the Action Programme for the Local Development Plan 2015. A new Action Programme will be prepared for the next Local Development Plan 2020 and will be brought to the Planning Committee following adoption.
