Mem­bers are invited to com­ment on

a. Are there any emer­ging issues and pri­or­it­ies not covered by the exist­ing Act­ive Cairngorms Strategy that need to be considered?

b. Does the timeline for devel­op­ment of the revised Act­ive Cairngorms seem reasonable?

c. Sup­port the appoint­ment of the LOAF chair to the Act­ive Cairngorms Pro­ject Board

Back­ground

  1. Mem­bers are informed that CNPA will be revis­ing Act­ive Cairngorms (see Annex 1), the Out­door Access Strategy, for the Cairngorms Nation­al Park over the com­ing year.

Stra­tegic Context

  1. Revi­sion and repub­lic­a­tion of Act­ive Cairngorms has been iden­ti­fied in Nation­al Park Part­ner­ship Plan 4 (NPPP4) and is a key means to deliv­er many of the NPPP4 object­ives, par­tic­u­larly under the fol­low­ing out­comes a. People Out­come: A well­being eco­nomy that works for all the people of the Cairngorms b. Place Out­come: A place that people want to live in, work in and vis­it that works for all.

Are there any emer­ging issues and pri­or­it­ies not covered by the exist­ing Act­ive Cairngorms Strategy that need to be considered?

  1. CNPA staff have developed a draft timeline for the revi­sion of Act­ive Cairngorms (see annex 1).

LOAF Con­sulta­tion

  1. It is anti­cip­ated that the LOAF will be involved at three stages in the devel­op­ment of the revised Act­ive Cairngorms: a. Review of exist­ing strategy out­comes b. Provid­ing advice and guid­ance on themes and rel­ev­ant out­comes c. Com­ment­ing on final draft and sup­port­ing plan for CNPA Board approval.

Pro­ject Management

  1. To drive for­ward the redevel­op­ment of Act­ive Cairngorms the CNPA will appoint a Pro­ject Board to over­see this area of work. The Pro­ject Board has the fol­low­ing duties:

• To be account­able for suc­cess or fail­ure of the project

• To provide uni­fied dir­ec­tion to the pro­ject and Pro­ject Manager

• To provide the resources and author­ize the funds for the project

• To provide vis­ible and sus­tained sup­port for the Pro­ject Manager

• To ensure effect­ive com­mu­nic­a­tion with­in the pro­ject team and with extern­al stakeholders.

  1. While key roles on the pro­ject board will relate to gov­ernance intern­ally to the CNPA a crit­ic­al role of required is the rep­res­ent­at­ive of users, whose main pur­pose is to ensure qual­ity for stake­hold­ers. It is pro­posed that the LOAF chair ful­fils this role.

Do LOAF mem­bers sup­port the appoint­ment of the LOAF chair to the Act­ive Cairngorms Pro­ject Board
