About this con­sulta­tion We are cur­rently in the pro­cess of pre­par­ing a new Loc­al Devel­op­ment Plan for adop­tion in 2020. The first stage of this pro­cess was the Main Issues Report (MIR), which we con­sul­ted on from Novem­ber 2017 to Feb­ru­ary 2018.

The MIR sought views on the big issues that the Cairngorms Nation­al Park Loc­al Devel­op­ment Plan 2020 needs to address and the options for tack­ling them. It also set out choices for the land alloc­a­tions that could be made for devel­op­ment, and for policies that will be used to make decisions on applic­a­tions for plan­ning permission.

We received a high num­ber of responses to the MIR con­sulta­tion, includ­ing a num­ber of new site pro­pos­als that were not included in the MIR. As part of our ana­lys­is of responses, we have con­sidered these pro­pos­als and have iden­ti­fied a small num­ber of new site alloc­a­tions we wish to include in the Pro­posed Plan.

Cir­cu­lar 6/2013 (para. 80) requires plan­ning author­it­ies to carry out fur­ther con­sulta­tion for any issues or sites pro­posed for inclu­sion in the Pro­posed Plan that were not con­tained in the MIR.

There­fore, the pur­pose of this con­sulta­tion is to seek views on the small num­ber of new sites which the CNΡΑ wishes to include with­in the Pro­posed Plan.

The con­sulta­tion will take place from 13 August until 21 Septem­ber 2018.

We are not reopen­ing con­sulta­tion on any oth­er parts of the MIR and ask that you only con­sider the lim­ited num­ber of addi­tion­al sites set out in this doc­u­ment. Any com­ments made on oth­er issues or sites from the MIR will not be con­sidered at this stage.

We expect to pub­lish this for pub­lic com­ment at the end of this year.

  1. Pro­posed Exten­sion to EDI Alloc­a­tion: Dal­faber Indus­tri­al Estate

Pro­pos­al: To extend the exist­ing alloc­a­tion for Eco­nom­ic Devel­op­ment – EDI at Dal­faber Indus­tri­al Estate to the north. This lim­ited exten­sion is con­sidered suit­able for devel­op­ment and will make a small addi­tion to the sup­ply of eco­nom­ic devel­op­ment land.

  1. Pro­posed Com­munity Use Alloc­a­tion: Spaven Drive

Pro­pos­al: To re-alloc­ate the exist­ing pro­tec­ted open space at Spaven Drive for com­munity uses. This site has been iden­ti­fied by Aviemore Com­munity Enter­prise Com­pany as a pos­sible loc­a­tion for a new com­munity hall with a kick park and play­ground. Although there is an exist­ing com­munity use alloc­a­tion in Aviemore (site CI), it has been high­lighted that the exist­ing alloc­a­tion is not appro­pri­ate to accom­mod­ate this devel­op­ment pro­pos­al. An addi­tion­al new com­munity use alloc­a­tion is there­fore required.

Pro­pos­al: To identi­fy an addi­tion­al area of land incor­por­at­ing the exist­ing oper­a­tion­al busi­nesses adjoin­ing the pre­ferred North Aviemore eco­nom­ic devel­op­ment site (the North Aviemore site has already been con­sul­ted on through the MIR so we are not seek­ing fur­ther views on it at this stage). Pro­pos­al: To identi­fy the former Stru­an Primary School in Calv­ine as a com­munity use alloc­a­tion. The site provides an appro­pri­ate redevel­op­ment oppor­tun­ity and is con­sidered appro­pri­ate for inclu­sion in the Pro­posed Plan as a com­munity use alloc­a­tion, with afford­able hous­ing being lis­ted as one of the poten­tial uses that could deliv­er sig­ni­fic­ant com­munity benefits.
