Purpose This paper presents an estimated outturn position for the 2024⁄25 financial year.
Recommendations The Resources Committee is asked to: α) Note the estimated outturn position for the 2024⁄25 financial year.
Overview
- The finance team are closing the accounts for the 2024⁄25 financial year. The process is progressing well, in anticipation of the annual external audit, which is scheduled to commence at the end of June 2025. While the final position will not be established until the audit is complete, the draft figures are considered a fair indication of the financial performance for the year.
- The current estimated outturn position for 2024⁄25 is summarised in Annex 1. This provides an analysis of cash movements over the course of the year. Currently we are showing an underspent position of £300,000, with £245,000 of this arising from peatland restoration delivery.
- Overall, the position against total Scottish Government grants (capital and resource combined) and income generated by the Authority’s activities is estimated at an underspend of £300,000 against £12,404,000 funding from Scottish Government: an underspend of 2.4% of funding.
- The draft result is outside the target Key Performance Indicators (KPI) of final outturn within +1% to ‑2% of total income.
Monitoring of peatland restoration activities across the year resulted in the team drawing down £380,000 less funding than was available to them. Nevertheless, the target for Hectare (Ha) of delivery (1,573 Ha) was exceeded with total delivery of 2,000 Ha. As noted at the outset of this paper, these figures may change as the finance team finalise the closing position. Further updates will be brought to this Committee and to the Audit and Risk Committee with its responsibility for overseeing the external audit of the final accounts.
