Title: HERITAGE HORIZONS PROJECT UPDATE

Purpose
This paper presents the latest delivery update on the Heritage Horizons: Cairngorms 2030 Programme and the planned development work to end December 2021.
Strategic Background
CNPA was successful in its bid to the National Lottery Heritage Fund (NLHF): Heritage Horizons.
The CNPA Cairngorms 2030: People and Nature Thriving Together Programme was awarded £1.7 million from NLHF to complete the development phase from 7th July 2021 — 7th July 2023. The total development phase budget is £3.8 million.
The development phase consists of a programme of works to engage, empower, and inspire residents, businesses, and visitors to tackle the joint climate, nature, and public health emergencies. It will add detail to the stage I NLHF project proposals, provide more accurate costs and develop the knowledge exchange programme.
The development phase will focus on delivering action research type activities so that evidence-based plans can be created for the 5‑year delivery phase.
A stage 2 NLHF funding application will be submitted by end June 2023.
Performance Overview: Delivery against Strategic Expectations
Since the award letter was received on 7th July 2021, the team has successfully completed the project initiation stage with NLHF.
NLHF gave formal approval for CNPA to commence the project on Ist October 2021.
Programme funders and delivery partners have been notified of the official start date.
The programme wide communications and consultation plan will be created by end December 2021 with projects commencing w/b 3rd January 2022.

- Members of the Heritage Horizons Programme Board and Advisory Panel have been appointed with inception meetings scheduled for Nov/Dec 2021.
Performance Overview: Risks under Management
Governance: The Heritage Horizons Programme Governance Plan has been approved by NLHF (Annex 1)
Cash flow: The preliminary 2‑year development phase cash flow plan has been approved by NLHF.

- Recruitment: The recruitment process has commenced: a) David Clyne has been appointed as the Head of Service for Heritage Horizons b) Lynn Anderson has been appointed as the Programme Delivery Officer. c) Recruitment of the remaining 10 Heritage Horizons funded posts commenced on 1st October 2021: i. Most will be published on Public Contracts Scotland during November 2021 with awards made by end December 2021.
Agreements: The development and approval of partnership agreements with programme partners will be complete by end December 2021.
Conclusions: Performance Overview and Matters Meriting Strategic Review
- There are no matters of strategic significance which merit escalation currently in the opinion of senior managers leading the Heritage Horizons Programme.
