Pur­pose

  1. This paper fol­lows up the Committee’s pri­or dis­cus­sion on a per­form­ance dash­board for ref­er­ence by the Com­mit­tee to aid the dis­charge of the Committee’s remit.

Recom­mend­a­tions

  1. The Per­form­ance Com­mit­tee is reques­ted to: a) Con­sider the struc­ture and con­tent of report­ing to date, in the con­text of the wider per­form­ance frame­work report­ing to the board, and provide feed­back to officers for future evol­u­tion of com­mit­tee papers to meet the gov­ernance needs of members.

Report­ing Context

  1. The full board receives a detailed update on deliv­ery against all cor­por­ate plan pri­or­it­ies twice each year. This update includes an over­view of per­form­ance; ana­lys­is of deliv­ery against key per­form­ance indic­at­ors; a qual­it­at­ive ana­lys­is of per­form­ance; and an update on stra­tegic risk man­age­ment. The most recent such update was presen­ted to the board at its meet­ing in June 2021 with the second update for 202122 sched­uled for the forth­com­ing board meet­ing in March 2022. Inform­a­tion remains avail­able on the Authority’s web­site: https://​cairngorms​.co​.uk/​w​o​r​king- togeth­er­/meet­ing­s/meet­ing/­board-2021 – 06-11/ while future reports will remain avail­able in the mem­bers’ portal.

  2. The cor­por­ate report­ing frame­work to board there­fore remains a key and ongo­ing ref­er­ence point for the Per­form­ance Com­mit­tee in its con­sid­er­a­tion of busi­ness items with­in its remit, and in dis­charge of its remit to sup­port board cor­por­ate per­form­ance reviews and activ­ity updates by ensur­ing activ­ity of major pro­grammes and pro­jects is sup­port­ing achieve­ment of stra­tegic out­comes and is not pos­ing unmit­ig­ated stra­tegic risks.

Per­form­ance Com­mit­tee Reporting

  1. Reports or cov­er papers to the Per­form­ance Com­mit­tee should reflect this report­ing con­text for the Com­mit­tee, and help identi­fy where in the Cairngorms NPA’s stra­tegic plans the pro­gramme or project(s) in ques­tion sit.

  2. In order to avoid duplic­a­tion and min­im­ise the volume of papers presen­ted to Com­mit­tee, the most recent cor­por­ate per­form­ance report­ing is not reis­sued as part of the com­mit­tee papers.

  3. An extract of those board papers cov­er­ing rel­ev­ant areas of work being covered by the Per­form­ance Com­mit­tee could be extrac­ted for sub­mis­sion to the Com­mit­tee. How­ever, this could risk the over­all fit of these pro­grammes and pro­jects with wider con­sid­er­a­tions of stra­tegic per­form­ance being missed.

  4. Reports from officers ought to identi­fy wheth­er there are any sig­ni­fic­ant vari­ations from the most recent deliv­ery and / or risk pos­i­tion repor­ted to the board, togeth­er with high­light­ing any sig­ni­fic­ant updates on deliv­ery and achieve­ments. The reports presen­ted to Com­mit­tee which have been con­sidered by rel­ev­ant pro­gramme and pro­ject man­age­ment struc­tures will them­selves also provide inform­a­tion on deliv­ery per­form­ance against the spe­cif­ic pro­gramme and pro­ject suc­cess criteria.

  5. It is dif­fi­cult to envis­age a sep­ar­ate report­ing dash­board for the Com­mit­tee which does not duplic­ate report­ing on the full cor­por­ate frame­work, while there is unlikely to be capa­city in staff resources to repeat the full cor­por­ate report­ing more reg­u­larly than twice annually.

  6. Advice from mem­bers on any enhance­ments to the cur­rent report­ing adop­ted is wel­comed as we con­tin­ue to evolve struc­tures for this rel­at­ively new Committee.
