Dear Sirs,

We refer to the above plan­ning applic­a­tion ​“called-in” by the Author­ity and your con­sulta­tion request to Lag­gan Com­munity Coun­cil for this application.

The mat­ter was an agenda item at our Com­munity Coun­cil meet­ing on 15^th May 2023 with the fol­low­ing con­clu­sions reached.

“The gen­er­al prin­ciple that the Com­munity Coun­cil has estab­lished in its pro­ced­ures for plan­ning applic­a­tions is to be neut­ral as a Com­munity Coun­cil, unless we are aware of any sig­ni­fic­ant com­ment­ary either pos­it­ive or neg­at­ive to any plan­ning applic­a­tions. We would, how­ever, raise a form­al objec­tion when any applic­a­tion is retrospective.

With the above in mind, we would advise that there have been no loc­al objec­tions raised nor any neg­at­ive com­ments about this applic­a­tion to mem­bers of the Com­munity Coun­cil. Loc­al intel­li­gence indic­ates that the pro­posed tracks are only to be used for the appro­pri­ate access and man­age­ment of the exist­ing nat­ive spe­cies and wild­life and to com­ple­ment exist­ing plant­ing of nat­ive spe­cies, and not for any com­mer­cial felling pur­poses. We are also aware that the estate own­ers have under­taken sig­ni­fic­ant invest­ments in their estate since acquir­ing the land some 5 years ago and this has led to much needed loc­al employ­ment and pro­vi­sion of accom­mod­a­tion in the Lag­gan area.”

We trust that our com­ments will be appro­pri­ately con­sidered by the Authority.
